Bidding Procedures

The Housing Authority of the City of Brownsville (HACB) invites all interested and qualified suppliers of materials, supplies or services to participate in the supply chain activities of the City.

The HACB advertises Invitation For Bids (IFB), Request For Proposals (RFP), and Request For Qualifications (RFQ) on this website, as well in the Brownville Herald under Legal Notices, in accordance to the Texas Local Government Code 252.041.

IFB, RFP, and RFQ documents may be obtained through any of the following methods:

• Contact the Housing Authority of the City of Brownsville (HACB) Procurement Department Office at (956) 541-8315  ext.1534 if you need further assistance.

Bids are received up to the posted time and opened at 2606 Boca Chica Blvd., Brownsville, Texas. All interested parties are invited to this public bid opening.

In accordance with Texas Local Government Code 252.049 (b), if provided in a Request For Proposals, proposals shall be opened in a manner that avoids disclosure of the contents to competing offerors and keeps the proposals secret during negotiations. All proposals are open for public inspection after the contract is awarded, but trade secrets and confidential information in the proposals are not open for public inspection.

The HACB Board of Commissioners, or their designee, is ultimately responsible for final contract award.
